Organization and Context background information
Executive Summary
This Terms of Reference (ToR) outlines the responsibilities, deliverables, and qualifications required for consultancy service specializing in Water, Sanitation, and Hygiene (WASH) in Gaza’s Middle Area. The consultancy will primarily focus on conducting a technical needs assessment of WASH infrastructure and services for war-affected communities, including internally displaced persons (IDPs) and host populations. The findings of the consultant will guide humanitarian interventions, ensuring effective and targeted WASH responses that align with both national and international standards. The consultancy will span 8 Weeks and will require frequent travel to pre-identified field sites within Gaza.
To achieve this, Tdh is seeking a qualified WASH Specialist to conduct a technical needs assessment and ensure the effective implementation of WASH interventions in the target areas.
Background
Terre des hommes (Tdh), a Swiss NGO dedicated to improving children's lives through child protection, healthcare, and humanitarian aid, is currently implementing a project titled “Emergency Response to War-Affected Children and Youth, Caregivers, Pregnant and Lactating Women in Palestine,” funded by the Swiss Agency for Development and Cooperation (SDC). A key component of this project is improving access to WASH services for vulnerable communities and IDPs in the Middle Area Governorate. One of the project’s objectives is to reduce waterborne diseases, improve health outcomes, and promote hygiene education within these populations.
Context
The ongoing war in Gaza has resulted in the displacement of hundreds of thousands of civilians, with many fleeing to southern Gaza. This massive influx of displaced individuals has overwhelmed already strained host communities, particularly in the Middle Area, where basic services such as WASH, healthcare, and solid waste management have been critically impacted. The war has further worsened issues related to nutrition, protection, and environmental degradation, contributing to the rising challenges for both displaced populations and host communities. With limited resources and heightened insecurity, immediate WASH interventions are crucial to mitigate the spread of diseases and ensure access to essential services.
Justification
Tdh has been working in Gaza to deliver emergency WASH, child protection, and healthcare services to war-affected populations. To ensure that its response is evidence-based and meets the urgent needs of these populations, Tdh plans to conduct a WASH technical assessment. This assessment will update critical information on the needs, current stakeholders’ capacities, and priorities of the affected populations, and humanitarian gaps, ensuring that Tdh’s interventions are both targeted and responsive to the evolving crisis.
Objective and deliverables of this assignment
Objectives of the Consultancy
The primary objective of this consultancy is to conduct a comprehensive technical assessment of WASH needs in the targeted shelters and host communities affected by the ongoing war in Gaza. The assessment will provide data-driven insights to support strategic planning and optimize the implementation of humanitarian interventions.
Key deliverables
The consultant is expected to deliver the following:
- Inception Report: A report reflecting the consultant’s understanding of the assignment, accompanied by a detailed action plan reflects A detailed timeline and milestone and outlining the approach and methodology to be used.
- Needs Assessment Report: A comprehensive report prepared in both Arabic and English, ensuring high quality and proofreading. The report will adhere to the agreed-upon outline, specifically including sections on the introduction, assignment objectives, data collection methods, recommendations, and conclusion. The report should not exceed 25 pages.
- Training Materials: Customized materials designed to enhance local capacity on WASH best practices. The target group of this training will be the shelter management staff and the community committee members.
Note: The M&E tools and BoQ developed by the consultant during the consultancy will be provided as annexes.

- A financial proposal specifying the budget breakdown for each activity in ILS, including income tax or deduction at source (10% of the total cost).
