Background:

The Palestinian Association for Empowerment and Local Development – REFORM is a Palestinian NGO that works in the fields of empowerment, local development and social transformation. It seeks to promote inclusion and social solidarity in Palestine through empowering marginalized and hard-to-reach groups and structural reform. REFORM aims to boost the social and political engagement of marginalized and hard-to-reach groups and promote community activism to facilitate equal access to civic spaces through strengthening the capabilities of young and women, and to provide a reliable database for political and administrative decision-makers in Palestine.

Introduction

Refugee camps in Palestine face multifaceted challenges, including socio-economic hardships, diminishing social participation, and escalating security threats. In light of these pressing issues, there is an urgent need to develop a comprehensive resilience strategy to improve the living conditions and safety of the camps’ residents.

The research aims to enhance resilience in refugee camps and improve refugees' access to security and justice. By involving young people in decision-making processes, it promotes social participation and solidarity across communities. The project adheres to the Leave No One Behind (LNOB) principle to address refugees’ needs and demands.

Objectives

The primary objective of this TOR is to engage three researchers to collaboratively design a resilience strategy for the refugee camps. The strategy should address:

social and economic status of the population
infrastructure and basic services
social participation and community empowerment
security and safety of the refugee camps’ residents.
policies and legislation related to refugees and their rights.
proposed interventions, policies, and legislation related to refugees.

Scope of Work

The researchers will work in tandem, each focusing on one of the three critical areas, while maintaining an integrated approach to ensure the strategies are cohesive and mutually reinforcing.

Researcher 1: Socio-Economic Hardships
Researcher 2: Recession in Social Participation
Researcher 3: Security Threats

Required Qualifications

Researcher 1 (Socio-Economic Specialist):
Master’s degree in Economics, Development Studies, or any other related field.
Experience in socio-economic research and development projects.
At least 5 years of experience in fields related to humanitarian work, crisis management, or community development, social participation, socio-economic, with specific experience in working with refugee camps or hard-to-reach communities.
At least 5 years of experience in strategic planning, the ability to evaluate current conditions, identify needs and priorities, and develop effective strategic plans to achieve desired goals.
Strong analytical skills and excellent report-writing skills in English and Arabic.
Good understanding of Palestine's social, economic, and political situation and knowledge of international and local development efforts in the Palestinian context.
Ability to work in complex and difficult environments, and adapt to challenges and work pressure.

Researcher 2 (Social Participation Specialist)

Master’s degree in Sociology, Anthropology, or any other related field.
Excellent interpersonal and communication skills.
At least 5 years of experience in strategic planning, the ability to evaluate current conditions, identify needs and priorities, and develop effective strategic plans to achieve desired goals.
At least 3 years of experience in working with refugee camps or hard-to-reach communities, and in community engagement and social participation initiatives.
Strong analytical skills and excellent report-writing skills in English and Arabic.
Good understanding of Palestine's social, economic, and political situation and knowledge of international and local development efforts in the Palestinian context.
Ability to work in complex and difficult environments, and adapt to challenges and work pressure.

Researcher 3 (Security Specialist)

Master’s degree in Security Studies, International Relations, or any other related field.
At least 5 years of experience in security assessment and conflict resolution.
At least 5 years of experience in strategic planning, the ability to evaluate current conditions, identify needs and priorities, and develop effective strategic plans to achieve desired goals.
Experience in working with refugee camps or hard-to-reach communities, and in community engagement and social participation initiatives.
Proven ability to collaborate with security agencies and local communities
A good understanding of security issues, potential threats, and ways to address them and enhance community security.
Strong analytical skills and excellent report-writing skills in English and Arabic.
Good understanding of Palestine's social, economic, and political situation and knowledge of international and local development efforts in the Palestinian context.
Ability to work in complex and difficult environments, and adapt to challenges and work pressure.

Technical Offer (70%)

A detailed CV (without a picture) highlighting relevant experience and qualifications. 30%
Sample of written work, preferably a report or research paper in English Language and in the areas of sociology, economics, and security. 10%
A cover letter outlining their approach to the research and their suitability for the role. 10%
A brief research proposal including research purpose statement, scope and limitations, methodology, resources, data collection tools, and members of the research team roles and qualifications.20%

Financial Offer (30%)

A separate detailed financial offer in NIS (including income tax) that includes all costs including research team, communications, transportation, stationary etc.
Advertisement fees will be deducted from the chosen candidates.
