About Global Communities

Global Communities, also known as CHF International in Gaza Strip, has a long history of successfully supporting vulnerable communities in West Bank and Gaza since 1994, reducing barriers to market participation and helping households cope with and recover from political and economic shocks and increase their incomes. GC had successfully led 28 major WBG programs supporting livelihoods, employability, job creation, food security and climate resilient agriculture, access to finance, basic services, water, sanitation and hygiene, citizen engagement and democratic reform and infrastructure reform programs. With the escalation of conflict in Gaza since October 7, Global Communities is well-poised to continue strong implementation and oversight of our existing portfolio while simultaneously adjusting to the new reality of Gaza and taking on new awards to meet emergency life-saving needs.

About Program

Improve Livelihoods and Enhance Economic Development (ILEED) is a five-year, $60 million program that was originally designed to promote resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. The activity was designed prior to the escalations in conflict and the focus of the program is now shifting to dealing with new realities. ILEED will focus on immediate response livelihood activities in a first phase response, transitioning to other components of the project once the operating environment is more conducive to the full range of livelihood and economic development activities.

  • Increased access to basic & humanitarian needs for underserved communities & in the event of future shocks.

Scope of Work:

Objective

  • To provide technical and professional consulting support for the successful implementation and achievement of the 'Improved Livelihoods' component outlined in this document, ILEED intends to select four short-term consultants to deliver these technical services, focusing specifically on micro business enterprises, as described in this ToR. Each consultant will be contributing approximately 53 working days over a 6-month period, resulting in a combined total effort of 212 working days.

Under this consultancy, the consultants will primarily be responsible for the following activities:

  1. Contribute to the technical assessment of competitive business plans: GC ILEED Gaza through its partner WEFAQ will be accepting different business plans from micro businesses to receive a cash grant; the consultants are tasked with supporting the project team as part of a panel of evaluators to review technical and financial business plans against pre-set scoring criteria
  2. Provide Coaching and Mentoring sessions: the consultants are expected to deliver coaching sessions to GC, ILEED and WEFAQ partner staff, supporting them to better manage and support grantees in developing their business plans, managing their grants and their business
  3. On site field supervision and Mentoring: the consultants are expected to conduct regular site field supervision, demonstration, and mentoring support visits to each business support by the ILEED project
  4. Contribute to a learning event mid-way and at the conclusion of Component 1: Following the completion of cohort 1, GC, ILEED and partners will host two learning events to discuss the successes and challenges. The consultants are expected to participate and contribute to the recommendations for improving our approach in the future.

The business consultants are expected to complete the following activities during a 6-month period and the level of effort demonstrates the time expected for the consultants’ workload:

Duration of assignment

  • This assignment must be completed within 6 Calendar months.
  • The expected start of Assignment: 1st of October 2024

Deliverables and Responsibilities

The consultants are required to submit the following deliverables within the timeframe, subject to Global Communities approval:

The consultants will submit to GC the following deliverables:

  • Inception report outlining the planned timeline.
  • Review and input of evaluation selection criteria for business plan.
  • Detailed evaluation according to the GC, ILEED scoring and evaluation sheet of each of the submitted business plans.
  • Facilitation guide for the coaching and mentoring sessions for targeted micro businesses as well as for GC, ILEED and WEFAQ staff.
  • Facilitate coaching and mentoring sessions targeted micro businesses as well as to GC, ILEED and WEFAQ staff.
  • Support with creating business management templates for small capital grants recipients, such as financial management tools among other business management tools, based on need.
  • Conduct on-site support, demonstration and supervision visits.
  • Consultants will assist applicants in developing and finalizing their business development plans through planning sessions, feedback, and guidance to ensure each plan is viable and aligns with project objectives.

Minimum Required Qualifications for the consultants assigned on the proposal

Applications will be accepted from specialized entrepreneurs and/or small business management experts, business developers with demonstrated experience delivering training.

  • A minimum of 4-year proven record of accomplishment and experience in formal and small business management settings within Gaza.
  • A proven understanding of the profile of micro, small, and medium enterprises in Gaza, in terms of size, registration, experience, skills, and knowledge; particular emphasis on understanding the profile of micro business in Gaza (including registration, effective outreach methods, etc.) as well as understanding challenges and critical gaps faced by different profiles of business (micro, small, medium) across different sectors.
  • Physically operational present in Gaza.
  • Arabic proficiency and working knowledge of the English language.
