Needs Assessment
Terre des hommes (Tdh) Palestine delegation is seeking to contract an expert that displays the human, ethical and technical capacities to conduct a needs assessment in the West Bank and East Jerusalem.
1. Organization and Context background information
Created in 1960, the Foundation of Terre des hommes Lausanne (Tdh) mission is to defend and promote the rights of children, in humanitarian as well as development contexts.
Tdh opened its delegation in Palestine in 1973 and currently implements a program focused on Access to Justice for children in conflict and in contact with the law and on Child Protection in Gaza and West Bank.
2. Rationale and Objective of the assignment
The rationale and objective for the assessment is twofold:
1. To lead the process of primary data collection and analysis in twenty localities in West Bank and Jerusalem, with the purpose of understanding the MHPSS needs and available services for the vulnerable people, particularly children, women, People with Disabilities PWDs affected by violence
2. To use the findings to shape Tdh’s and their partners’ MHPSS interventions at school and community levels in West Bank and East Jerusalem.
3. Methodology
The assessment methodology will be qualitative. The working methods for this assessment consists of key informant in-depth interviews. Secondary data should be gathered to the extent possible from various sources in English and Arabic, including the appropriate government ministries and UN Agencies reports.
The assessment should cover 20 geographical locations mainly East Jerusalem, Ramallah, Jenin, Nablus, Tubas and Hebron. The specific geographical locations for the purpose of the assessment will be selected following the assessment preparatory meeting with Tdh’s Program team.
Tdh Program team has already prepared two assessment tools, which will be used in a form of a Key Informant interview (KII) with the following related stakeholders;
- Community Representatives, such as community activists, Head of village council, Local NGOs/CBOs/ youth, and adolescents
- Schools within the same community by interviewing the educational staff members.
As a result, each community will have between 6-8 KIIs. An outline of key informants to be interviewed will be developed in consultation with Tdh team members.
The consultant is required to pilot/ test the tools, train the data collectors, analyse the findings, and prepare the assessment report in English.
4. Key delivrabels:
The following deliverables are expected throughout the assignment:
- Assessment planning meeting with Tdh team, including an assessment timeline.
- Desk review that covers the background and context of the assessment.
- The assessment methodology, including the review of the data collection tools, and development of data analysis methods.
- Online training of data collectors.
- Data analysis plan and framework
- Log of analysis carried out during data analysis and report writing phase.
- Conclusion and recommendations for Tdh interventions.
- Final report in English, including a summary of findings in each of the localities, and potential/ needed interventions.
- Power Point Presentation to summarize the findings
5. Modalities and Timeline:
The need assessment is expected to be carried within a period of 12 working days, between the period from 30 August – 20 September.
A precise timeframe will be developed by the consultant and Tdh team during the Assessment Planning Meeting.
6. Requiemetns for consultant:
The expert should meet the following conditions, qualifications, and experience:
- Post graduate degree in social sciences, development studies or related field.
- Previous experience in conducting need assessment and context analysis.
- Proven track record of taking part in and reporting on similar tasks
- Knowledge and experience of working in Palestine, with strong understanding of the root causes of the conflict as well as the social, political, and economic issues.
- Thorough knowledge of and experience in qualitative data analysis.
- Experience in consolidating and analyzing data, writing reports and in making recommendations.
- Ability to manage the available time and resources and to work to tight deadlines.
- Available for the whole period of the study.
- Politically and culturally sensitive with qualities of patience, tact, and diplomacy.
- Excellent analytical and reporting skills – with proven authorship of reports.
- Fluency in written and spoken English and Arabic.
In addition, the following qualifications and competencies are highly desirable.
- Experience in/ knowledge of use of participatory and/or child friendly tools and methodologies.
- Familiarity with Monitoring, Evaluation, Accountability, and Learning concepts and methodologies.
- Strong computer skills and experience
7. Eithical considerations
The consultant must sign the Terre des hommes Child Safeguarding Policy and Code of Conduct and be willing to adhere to its principles and expected practices. If a breach of the policy or code of conduct takes place the consultancy will be terminated immediately without any financial burden on Tdh.
8. Disclaimer on copyright, data protection:
All documents, project designs, drawings, data, and information shall be treated as confidential and shall not without the written approval of Tdh be made available to any third party. In addition, the consultant(s) formally undertakes not to disclose any parts of the confidential information and shall not, without the written approval of Tdh be made available to any third party. The utilization of the report is solely at the decision and discretion of Tdh. All the documents containing both raw data/materials provided by Tdh and final report, both soft and hard copies are to be returned to Tdh upon completion of the assignment. All documentation and reports written as, and as a result of the research or otherwise related to it, shall remain the property of Tdh. No part of the report shall be reproduced except with the prior, expressed and specific written permission of Tdh.
The expert will work under the leadership of the MCD MEAL manager and in close collaboration with the Jerusalem Head of Office and the MCD Programme Coordinator.
9. INSTRUCTIONS FOR BIDDING:
a. General Information:
9.1.1. These instructions are issued to ensure that all received proposals are given equal and fair consideration. It is important therefore that Bidders provide all information asked for in the format and order specified in these instructions.
9.1.2. Proposals must be submitted in accordance with these instructions and, save as may be allowed elsewhere in the issued document, without alterations or qualifications.
9.1.3. Proposals that do not comply with any mandatory requirement (i.e., where the words “shall” or “must” are used) will be rejected.
9.1.4. This Invitation to Bid does not constitute an offer and Terre des hommes does not bind itself to accept any Bid. Tdh reserves the right to accept a Bid in part, rather than in full.
b. Confidential Nature of Bid Documentation:
9.2.1. Documentation in relation to this Invitation to Bid and any Bidder received by Tdh in response to it shall be treated as private and confidential save where the disclosure is required by law.
9.22 Bidders shall not:
- Release any information relating to the Invitation and the Bidder that they intend to make; other than with professional advisers who need to be consulted with regards to the preparation of the Bid.
- Canvass directly or indirectly with any other Bidder concerning the award of a Contract or who has directly or indirectly obtained or attempted to obtain information.
- Canvass directly or indirectly with a member of Tdh staff (including its consultants and contractors) concerning the award of the contract or who has directly or indirectly obtained or attempted to obtain information from the said individuals.
- If a Bidder does not observe paragraphs 9.2.1 and 9.2.2 above, Tdh will reject their bid and may decide not to invite the Bidder to bid for future work.
c. Contract Award/Acceptance of Proposal:
9.3.1. The formal contract agreement will be in a form prepared by Tdh.

b. Bidder Response Cost Proposal
This document sets out the schedule of prices that bidders are required to provide and should be read in conjunction with all the other Request for Proposal documents. The prices and rates quoted shall be the fully inclusive value of the goods and services, excluding VAT, including all costs and expenses which may be required to provide the complete goods and services together with all general risks, liabilities, and obligations, set out or implied, necessary to comply with the conditions of Proposal, the conditions of Contract, the Specification, all Schedules, and Appendices thereto.

11. SELECTION CRITERIA
Submissions will be evaluated in consideration of the Evaluation Criteria as stated below:
The offer will be evaluated by using the best value for money approach (combined scoring method). Technical proposal will be evaluated on 60% whereas the financial one will be evaluated on 40%.
Below is the breakdown of technical and financial proposal on 100%.

Requirement: No person performing any task for or on behalf of Terre des hommes must in any way be involved or associated with the abuse or exploitation of children as described in the Terre des hommes’ Child Safeguarding Policy.
