Introduction
The Jerusalem Legal Aid and Human Rights Center JLAC, in collaboration with We World-GVC, is currently executing a two-year project entitled "Protecting the Right of Development for Palestinian Communities; through Advocacy and Support of Human Rights Defenders". This project aims to protect communities, particularly vulnerable groups like children and women, from the threat of forced displacement and other related human rights abuses. It seeks to achieve this goal by empowering community human rights defenders and promoting evidence-based collaborations among multiple stakeholders, utilizing advocacy and legal measures at local, national, and international levels.
Whitin the activities of the project JLAC is preparing for advanced training of trainers (ToT) to be held in Ramallah city targeting human rights defenders and its staff for 3 days starting from Tuesday 22/8/2023 till Thursday 24/08/2022. Towards this, JLAC is seeking qualified experts to be responsible for delivering ToT trainings for the targeted group (Human Rights Defenders; 25-30 people, representatives of the 12 communities) and coaching them to develop and implement four advocacy actions.
Deliverables
5 sessions as described below:
- Basics of International Humanitarian Law and International Human Rights Laws. (4 hours session)
- Introduction to documentation of violations of human rights and the concept of protection. (4 hours session)
- Designing and implementation of successful advocacy campaigns. (4 hours session)
- ToT skills and tools. (2 sessions: 4 hours session and 5 hours session)
The overall objective of the TOT
The primary objective of delivering a Training of Trainers (ToT) program for a group of youth human rights defenders is to empower them with the knowledge, skills, and confidence they need to effectively train others and amplify the impact of their human rights advocacy efforts.
Specific objectives:
- Build Expertise: Equip participants with an in-depth understanding of human rights principles, international frameworks, and local laws relevant to their context. This foundational knowledge is crucial for effective advocacy and training.
- Enhance Training Skills: Develop participants' training and facilitation skills, enabling them to design engaging and informative sessions, deliver content effectively, manage group dynamics, and adapt to various learning styles.
- Foster Leadership: Cultivate leadership qualities among participants, empowering them to take on mentorship roles within their communities. This encourages the growth of a new generation of human rights leaders.
- Promote Advocacy Strategies: Provide participants with strategies for designing and implementing human rights advocacy campaigns, raising awareness, and engaging with policy makers and the public to drive positive change.
General:
Human Rights Defenders are empowered with knowledge and skills to train and outreach other youth in their communities regarding communication methods and tools to mobilize duty-bearers, advocate for community protection, and make their struggles visible in media and social media.
Specific:
- Participants have understood the basics of International Humanitarian Law and International Human Rights Laws.
- Participants have the tools and techniques to document the violations of human rights.
- Participants can design and implement advocacy initiatives based on their community needs and IHL/IHRL-related violations in their community/area.
- Participants have gained knowledge about advocacy and effective methods in general.
- Participants can contribute to designing and implementing various advocacy tools to promote their rights.
- Participants have the needed tools and skills to deliver community awareness sessions and training to other youth.
These outcomes collectively contribute to the broader goal of fostering a culture of human rights awareness, protection, and advocacy, ultimately working towards a more just and equitable world.
Methodology and approaches
- It is expected that varying participatory methods will be applied to maximize participant involvement and learning while accommodating for diverse learning styles.
- Group work and brainstorming should be used for every conceptual session to ensure that the trainees are fully engaged, and their knowledge gaps are addressed. Simulations and role plays will be critical to equip participants with practical skills.
- Peer review and constructive feedback are important to facilitate peer learning and knowledge exchange among participants.
- A rapid assessment using a pre-self-assessment tool shall be developed and filled in by the participants before the training and a post training assessment on the level of knowledge gained.
- Any other creative and progressive methods of learning can be proposed and considered by the consultants.
Qualifications and Experience of trainers
- Strong professional background in Political Science, Law, Media, and Journalism or any relevant field, CV’s will be reviewed as part of the technical offer.
- The applying expert should match the assigned role with the expert’s relevant experience detailed in the workplan.
- The applying expert must possess previous experience in advocacy and social media campaigns.
- The applying expert must have at least three years of proven training experience targeting communities, youth, and women in a relevant field.
- The applying expert must demonstrate a good experience in local community participation, community engagement, lobbying and advocacy, youth engagement and protection.
Notes
- Both content and format/layout of the training must comply with international standards JLAC is adapting, including:
- Emotionally safe.
- Inclusive and non-discriminatory.
- Gender-sensitive.
- Respectful and non-intrusive.
- Fun (variations and creative).
- Do no harm.
- Centered around the Best Interest of the Child.
- Prices should be in EURO including tax.
- Price offers should be valid for 90 days of submission date.
- The technical proposal must detail the following:
- Understanding of the assignment.
- Demonstrable experience in similar trainings
- Availability to deliver the training within the required timeframe.
- The technical proposal must contain the following:
- CV
- Expression of interest letter
- Consultants can apply for the 4 trainings or part of them based on their experience (please specify which trainings you are applying for).
- JLAC maintains its right to split or cancel the RFQ.
- JLAC is not obliged to contract with the lowest prices.
- Payment will be made as a cheque or bank transfer within 30 days of service completion.
- Winning consultant/s will have to cover advertisement fees.
