Introduction
The Jerusalem Legal Aid and Human Rights Center- JLAC is one of the pioneering human rights organizations in Palestine. JLAC stands to defend victims of human rights offences, regardless of whom the violator is and what facet of living a dignified life is being violated.  In this regard, JLAC provides pro-bono legal aid, awareness, and advocacy/ efforts in tackling violations made by the Israeli government, the Israeli occupying forces and the Palestinian Authority.

JLAC is looking for companies/ qualified individuals that are specialized in translation and interpretation to sign framework agreements with. Consequently, JLAC is inviting companies and experts to submit proposals for translation and interpretation services. Interested companies and experts shall submit their offers latest by Thursday, 24/05/2025, 2:00 PM.

Desired Competencies and background:

English – Arabic and vice versa translators and interpretors, and Hebrew – Arabic and vice versa translators  are needed.

The individual expert or the appointed company expert shall possess the following qualifications:

• At least 5 years of experience in translation and interpretation (English – Arabic).
• At least 5 years of experience in translation (Hebrew – Arabic).
• Good familiarity with legal terms.
• Acquainted with technical professional abbreviations.

Scope of work:

• Communicate with JLAC’s team to ensure that the translation meets their needs.
• Re-use shapes and forms wherever they are found in the document that needs to be translated.
• Translation must be fluent, professionally written, and contextually accurate.
• Accurate translation of the original text’s content and context.
• Ensure the translation captures the original meaning with logical flow and coherence.
• Interpretation from English and Hebrew.
• Accurate interpretation of the content and context.
• Define the duration for translation.
• Be prepared to implement any revisions requested by JLAC’s team.
• Follow-up with JLAC’s team.

Duration:

A Framework agreement with a duration of 1-3 years will be signed.

Notes:

• Prices must be quoted in ILS and must include VAT, income tax, and all applicable expenses.
• Individuals will be requested to submit payment requests for each provided service.
• Companies will be requested to issue VAT / ZERO VAT invoices for each provided service based on needs.

• Offers will not be considered unless all papers are complete, signed and stamped.
• Offers must remain valid for at least 3 months from the submission date.
• Winning service provider will cover advertising fees.
• Technical and financial offers must be submitted in two separate envelopes.
• Use of automated translation tools (e.g., Google Translate) is strictly prohibited.
• Applicants shall use the annexed proposal template for their applications and review the applications with the annexed proposal submission check list. (You can find them in the link:

Submission deadline and criteria:

• The deadline for submitting proposals is Thursday, 24/05/2025, 2:00 PM.
• Offers must be submitted by hand at the Center's office located in Millennium Building, 3rd Floor, Al-Masayef, Ramallah. The following information should be clarified on the envelope: RFP name and number (Translation and interpretation No. (RFP 003/2025) and applicant details (company / applicant name), name of the authorized person for communication, e-mail and mobile number).
• Technical offers must include:
• Company’s profile / CV
• Registration certificate (for companies)
• Valid deduction at source certificate (for companies)
• Samples of similar previous works (Legal terms)

Revision criteria:

All offers will be reviewed based on the Accept/ reject offer criteria:

All the following must be met in order to accept the offer:

• The offer is submitted by hand at JLAC’s office in Ramallah Al Irsal, Kamal Nasser St., Millennium Bld, 3rd floor.
• The technical and financial offers are submitted in 2 separate stamped, signed and sealed envelopes.
• For companies: The company is registered and has valid deduction at source certificate (the certificate must be included in the offer).

Evaluation and Selection criteria:

• JLAC is not obligated to the lowest prices.
• JLAC has the right to split or cancel the RFP.

Mode of payment:

Payments will be made according to the delivery of the services: payment will be made as a cheque or bank transfer within 30 days of delivering the services.
