Subject: Request for Quotation

The Palestinian Association for Empowerment and Local Development -REFORM would like to ask your offer for TV stream within the framework of two projects “Platform to act & Civic Education”. Deadline for Submission: Wednesday, 18 of November 2020, before 16:00 pm.

Needed Background and Specifications – Please make sure to reflect the following needs in your technical and financial offer:

• Ability to host sessions in a studio (rented/owned) that fits speakers and 10 guests keeping in mind social distancing is a must.
• Experience in montaging short films or clips (promos and trailers).
• Knowledge of using social media promotion techniques.
• Studio must have needed tools and equipment to implement the sessions like (4 wireless microphones & professional cameras) keeping in mind easy movement between the audience.
• Experience in designing (posters banners). The company is responsible to print posters and banners to be used at the studio after REFORM’s team approval. 
• TV with a wide spread of all Palestinian areas and must have high views.
• Studio shape should be “restaurant style” including chairs and tables. (To be discussed with REFORM team). Pictures of the studio should be attached.
• The company should not allow advertismenet during the streaming or live broadcasting.
• The company should have national coverage of its TV channel.

The company must provide two services according to the following mentioned duties.

Duties for Civic Education project to stream recorded sessions on TV & social media: 

• Ability to host 4 sessions with 10 guests and 3 speakers for 1.5 hour each session. Sessions will be held for 4 days during November & December 2020.
• Each recorded and montaged session must be streamed on TV & social media twice from 2:00 to 03:30 PM on working days & not on Friday or Saturday. 
• Prepare a one-40 seconds promo video which contains voice recording and typed information to promote the 4 sessions. This promo should be streamed on TV & social media for 5 days, at least 3 times a day during rush hour. 
• Prepare & montage a 3 minutes trailer of the best shots that occurred during the sessions.

Duties for Platform to Act project to broadcast conference live on TV & social media: 

• Ability to host 3 conference sessions with 10 guests and 4 speakers for 1.5 hours each day. Conference sessions will be held in 3 days.
• Each session must be broadcasted live on TV & social media from 12:00 PM to 1:30 PM on these days: 24, 25, and 26 of November 2020. 
• Prepare 40 seconds promo video which contains voice recording and typed information to promote the conference sessions. This promo should be streamed on TV & social media for 5 days, at least 3 times a day during rush hour before the live broadcast of the conference.
• Mention the possibility of repeating episodes on TV. Please specify addition cost (if any) in the price offer.
• Prepare & montage a 3 minutes trailer of the best shots that occurred during the conference.

Submission Criteria:

For companies who meet the needed background and are interested in implementing the above-mentioned services. 

Kindly submit your financial & technical signed or stamped offers in English in separate sealed envelopes no later than Wednesday, 18 of November 2020, before 16:00 pm. To the following address: The Palestinian Association for Empowerment and Local Development -REFORM, Tirawi building, 2nd floor in Al Masyoun, Ramallah.  Please see the below mentioned requirements for applying. 

1. One Technical offer taking into consideration the following:

• Company profile in English that reflects the needed background. Company profile must reflect similar experience in such broadcasting and streaming of sessions.
• Pictures of the studio.
• Proof of audience views on both TV & social media.
• The implementation of Civic education TV stream will be occurred during November and December of 2020 from 2:00 to 03:30
• The implementation of IM TV conference will be held on 25, 28, and 29 of November 2020 each from 12:00 PM to 1:30.

Two separate price offers (one for Civic education TV stream, and the other for Platform to Act TV conference) should take into consideration the following:

• Offers should be drafted in English, and submitted in ILS. All taxes must be included in the final price.
• Kindly note that in case of any government decisions to stop movements between governorates, please submit technical and price offer signed, scanned and sent to the following email address: [email protected]. (Please note this case is only acceptable If the government announces it). 
• Deduction on source certificate must be valid and submitted along with price offer other wise 10% will be deducted from the total amount.

Notes:

• Companies are only accepted.
• Payments will be made within a month after the accomplishment of the duties.
• REFORM is not obliged to accept offers with the lowest price. 
• Advertisment fees are to be paid by the winning vendor.
• REFORM will study your Technincal offer and calaculate your grades. Only short listed candidtes will be invited to join price offers opening session.
