Subject: Request for Quotation – Video Production Company

The Palestinian Association for Empowerment and Local Development – REFORM would like to kindly request you to submit your technical & financial offer for the below mentioned professional services, please submit your offer latest by Monday,26.10.2020, before 16:00pm.

Note: please provide us with separate price offers in ILS according to each required item, all prices must include the specifies promotion fees and income tax.

Company’s criteria:

At least 3 years of experience in video production and montage.
Previous experience working with local or international NGO’s.
Ability to shoot in different locations in West Bank.
Ability to shoot indoors and outdoors.
All copy rights are reserved to REFORM
Ability to add translated subtitles to the videos.
All videos have to be delivered to REFORM through a USB.
Duration of service should be from October – December 2020.
Documented experience in producing infographic videos. (Please provide us with sample in your technical offer.
Ability to attend meetings with REFORM. Meetings can be conducted in different locations in west bank.
The company must be able to edit the videos (Music’s, graphics, … etc.) after receiving feedback from the operations team in REFORM.

Video Shooting and montage for a play to be held in the streets, according to the following specifications:

Duties & Specifications:

1. Shoot the whole scenario of the play, montage and produce a 3 to 7 minutes video.
2. The video must be shoot outdoors in the streets.
3. Translated subtitles, provided by REFORM, should be included in the video by the company.
4. A $20 must be spent by the company to promote the video on social media. (Please include it in your price offer).
5. Approximately 15 microphones are needed to be able to include the audio of actors in the video.
6. The final video should be delivered through a USB to the association.
7. A drone camera and at least 3 cameras must be used.
8. The company should be able to add any sound effects, if needed.

Video shooting & montage for an interview with a religious man:

Duties & Specifications:

1. Shoot & montage the interview to produce a 3 minutes video.
2. The interview will be conducted indoors.
3. The company must film the video in Bethlehem district (exact location will be provided later).
4. The company must provide microphones, at least 2 cameras and high-quality lighting.
5. Suitable sound effects must be included in the video.
6. Translated subtitles, provided by REFORM, should be included in the video by the company·
7. The video has to be delivered through a USB to the association.
8. A $20 must be spent by the company to promote the video on social media. (Please include it in your price offer)

Design a Facebook frame & Promote it:

Duties & Specifications:

1. A designer that is able to create a Facebook frame.
2. The frame should be suitable to all types of profile pictures.
3. The designer must suggest a frame that reflects the 16 days of activism against gender-based violence.

Design a hashtag video:

Duties & Specifications:

1. A designer that is able to create a frame for 16 videos. The video frame must be similar to the Facebook frame and must reflect the same idea “16 days of activism against gender-based violence”.
2. REFORM will provide the company with a 16 video; each is approximately 40 second. These videos will be taken via cellphones.
3. It is the company’s responsibility to promote the videos on social media with $5 per video. Please include the total $80 in the price offer.

Production of a media campaign. REFORM will mention several ideas to the campaign which might not choose to implement all of them, therefore, kindly provide us with separate price quotations for each of the 5 items mentioned below:

1. Video production: (Price per video)
  1. Shooting & montage to produce a 5-7 minutes video that might include interviews.
  2. The shooting will be held indoors and outdoors.
  3. Filming & interviews with youth & decision makers, to be held in Qalqilya governorate, will be both used to produce the video.
  4. Ability to add translated subtitles.
  5. The company must use a $20 fee to promote the video on social media.
  6. Please specify the needed equipment in the video production.
2. Infographic video (Price per video):
  1. Produce infographic video from 2-3 minutes.
  2. Ability to add translated subtitles.
  3. The company must use a $20 fee to promote the video on social media.
3. A one-minute video message (Flash video), (Price per video):
  1. Produce a one-minute flash video.
  2. Ability to add translated subtitles.
  3. The company must use a $20 fee to promote the video on social media.
4. Integration technology design for one media campaign, (Price per design).
5. Posters & photoshop designs for one media campaign, (Price per design).

Submission criteria:

Companies who meet the needed background and are interested in implementing the above mentioned must send the below mentioned requirements for applying:

1. A separate technical signed and/or stamped offer in a sealed envelope that must include:

Company overview and experience in English
2. A separate detailed price offer should be signed/sealed, drafted in English and submitted in ILS. All taxes and promotion fees must be included in the final price. (Please provide us with separate price offers for each item requested).
Financial and technical offer must be submitted in English, signed and stamped in separate sealed envelope by hand to the following address: The Palestinian Association for Empowerment and Local Development- REFORM, Tirawi Building, 2nd floor in Al Masyoun, Ramallah.

Notes:

Announcement fees for the quotation will be paid by the bid winning company.

REFORM is not obliged to accept offers with the lowest price, however more scores will be given for the vendor who can accomplish all the above-mentioned tasks within the shortest period.

REFORM has the right to ask for amendments on the editing of the video.

REFORM will provide the winning company the content of the videos during the implementation of the project.

Videos must be promoted on social media (REFORM’s Facebook page).

Company must submit a first draft of the video that will be subject to any amendments/ modifications from REFORM.

Payments will be made upon deliverables.

Shooting will be in West bank area (Districts will be specified later).

Invoice should be made under the name of “the Palestinian Association for Empowerment and Local Development – REFORM”.
