The Palestinian Youth Association for Leadership and Rights Activation - PYALARA is seeking to  contract an experienced firm/company to produce 5 VR videos within the project "Toward increase Social Responsibility of Palestinian community and higher accountability of Duty  Bearers: Consolidated Efforts to Combat GBV and Discrimination of Marginalized Palestinian  Women", which is implemented by PYALARA in partnership with The Women’s Centre for Legal Aid and Counselling (WCLAC) and funded by the UN Trust Fund(UNTF)

1. About PYALARA:

The Palestinian Youth Association for Leadership and Rights Activation (PYALARA) established in 1999 as a youth-oriented organization that seeks to empower young female and male Palestinians aged 13 to 25 in the West Bank, including East Jerusalem, and Gaza Strip.

 The issue of youth rights, participation, social entrepreneurship, and inclusion in the decision-making processes at the local and national levels is at the core of PYALARA’s work.

PYALAR also aims to activate and enhance the capacity of young Palestinians especially in the marginalized areas to serve as agents of social and political change inside their communities and the society at large.

PYALARA has been working snice its establishment to create a media culture in Palestine. In fact, PYALARA was the first organization that provided the Palestinian youth with media platforms, both print and visual, to make them able to express their problems and issues and make their voices heard by officials and decision-makers. For this purpose, PYALARA published the first youth newspaper in Palestine "Voice of Palestinian Youth" and produced the first youth television program called "Ali Sawtak" and "Talat Maqdisiya" " and other media productions.

Project:

The Palestinian Youth Association for Leadership and Rights Activation (PYALARA) has initiated a competition for Palestinian university students to create short, interactive VR-360 videos addressing social issues. The contracted firm/company is expected to provide support to this initiative by providing technical training to the university students, follow-up support, mentoring during filming, and post-production services to ensure the success of the project.

Objective:

PYALARA's competition aims to empower Palestinian youth to create immersive, interactive VR-360 films that raise awareness about important social topics such as bullying, women's rights, and discrimination. The films will be showcased at a special event, where both a jury and the audience will choose the top VR-360 film. Following the event, PYALARA will share the films on their social media platforms to for wider reach.

Scope of Work

1. Technical Training:

The contracted company will provide 24 hours of training for up to 20 students from various Palestinian universities, divided into 5 groups of 4-5 students each. The training will cover:

Introduction to VR-360 productions
VR-360 video camera operation
Storytelling in VR-360 and compelling script writing
Directing and acting for VR-360 filming
The training will take place at PYALARA's compound.
2. Follow-up & Technical Support

During the one-month production phase, the contracted company will provide technical support and guidance to the student groups, offering feedback to ensure the videos meet the desired quality standards.

3. Monitoring during filming:

The contracted firm/company will accompany the student groups during the filming sessions, providing technical support and mentoring in acting and directing for VR-360 productions.

4. Editing, Post-production & VR Development:

The contracted company will edit and produce five videos over two months period. Afterward, they will create VR-360 versions of each video, optimized for playback on Meta Quest 2 headsets provided by PYALARA.

5. Technical Support at the Event:

The contracted company will provide technical support during the event, ensuring the smooth operation of the VR-360 films showcased on Meta Quest 2 headsets. The events will be held on-site at various locations across the West Bank, allowing women and other target groups to experience the films using this technology and the provided VR headsets.

Project Timeline

The project will be completed within 60 days’ timeframe, with the following milestones:

The technical offer should present the company qualifications, proposed services, workplan and timeline

The financial offer should clearly indicate the detailed costing and fees related to the above-mentioned deliverables.

Prices must be in New Israeli Shekels including VAT

Publishing and advertising fees of the RFPQ is the responsibility of who wins the tender

Possibility of providing tax invoice along with a copy of source deduction “خصم المصدر”

Offers shall be valid for a period of 30 days after the submission deadline
