WAREHOUSE LEASE FOR UNICEF GAZA

Introduction
The United Nations Children’s Fund (UNICEF) hereby seeks to lease a warehouse space in Gaza city for storage of supplies for its programme and emergency response operations in Gaza. This expression of interest is, therefore, to call for warehouse owners and warehouse service providers who meet the below requirements to submit their responses before the stated deadline.

General Requirements:

  1. Space: The warehouse space should be between 800 - 1,000 square meters. The required ceiling height should be minimum 12 meters. The warehouse should have a concrete floor, and the Walls should be either hollow blocks or concrete. The service provider should ensure that there is no leakage in the warehouse walls and roof ceiling.
  2. Accessibility: The main gate of the warehouse should be made of galvanized steel (minimum thickness 4 mm) and supported with steel frames and facing a main street with 16 meters minimum width, as the space in front of the gate should be suitable for receiving, loading, and offloading full trucks (transport trailer). Besides, the warehouse should have another accessible door for WH visitors or to be used as an emergency exit. The warehouse should be accessible from different road connections, the service provider is requested to provide the GPS coordinates of the Warehouse location in Gaza City.
  3. Internal Layout: The internal layout of the Warehouse should be as follows: 

1 room for UNICEF logistics person, which should be properly prepared with an office desk and chair, wooden cabinet, internet accessibility, and lighting,1 Bathroom and an extra room, which might be used as a temperature-controlled room.

Steel shelves for pallet racking system: The service provider will need to install steel shelves for a specific area in the warehouse so it can be used for pallets racking systems. 

Basic Utilities: the warehouse should be properly prepared with the following:

Electricity: the warehouse should have at least two sustainable power sources; the main power source and another alternative such as (UPS system, Solar Panels, or external power line powered by generators).

Water: a water tank with minimum volume 1,500 cubic meter should be installed in the warehouse to ensure a sustainable water supply.

Internet connectivity: an internet connectivity with minimal upload / download internet speed 1 / 16 MG is required to be installed in the warehouse, with a complete internet set (router, and access points).

Lighting: the warehouse should be installed with appropriate warehouse lighting as will be defined by UNICEF in the resulting request for proposal.

Warehouse Equipment: the warehouse should be equipped with at least 1 manual forklift. 

Security Measures:

First Aid Kits: The Logistician room must be equipped with a first aid kit.

DVR System: A DVR system with internal and external cameras that covers all areas inside and outside the warehouse should be installed and tested. The DVR system will be directly connected to UNICEF system (via mobile & computer applications).

Alarm System: An alarm system must be installed in the warehouse and should be connected to UNICEF’s warehouse and security team (via mobile application).

Fire fighting systems: the warehouse should be prepared with a fire suppression system, in addition to equipping the warehouse with powder fire extinguishers. This should include all the rooms inside the warehouse, entry points, and exits. Additionally, the warehouse should have fire Suppression installed smoke detector and sprinkler systems in place.

Warehouse Doors: the warehouse doors should be secured with internal and external padlocks (for both; the main gate and other access doors).

Security mesh & steel frames: all windows and ventilation areas should be covered with a security mesh and steel frame. 

Safeguard: the service provider is responsible to hire a 24/7 security guard who will externally guard the warehouse.

Warehouse Contract Duration:
Duration of the lease shall be for an initial period of two years with possibility of extension for an additional two years subject to UNICEF needs and satisfactory performance.

Vendor:
Interested warehouse owners and warehouse service providers should be locally registered and able to provide the following documents:
a) Renewed Business license.
b) Certificate of incorporation.
c) Other licenses or authorizations issued by the appropriate government authority to operate business.
d) Ownership / title deed certificate of the warehouse facility.
e) Precise location address and size of the warehouse proposed.
f) Confirmation of monthly rental.

Response to EOI

Interested locally registered warehouse owners and warehouse service providers who meet above requirements should respond by returning duly completed Supplier Profile Form and check list attached to the EOI.
