WASH Premises Rehabilitation in Schools under Protection Project “DGD – H”

Prevention of Multiple Risks and Violations Suffered by Vulnerable Populations and Multisectoral Response to Protection and Assistance Needs in the Face of Shocks

1.  Background
1.1  About Handicap International (HI)

Humanity & Inclusion (HI), previously known as Handicap International, is an independent and impartial international aid organization. HI works in situations of poverty, exclusion, conflict, and disaster, with a particular focus on assisting people with disabilities and other vulnerable populations. The organization strives to respond to essential needs, improve living conditions, and promote respect for the dignity and fundamental rights of these groups. HI operates in over 60 countries worldwide, including Palestine.

1.2  HI in Occupied Palestinian Territory (OPT)

HI has been operational in the West Bank and Gaza Strip since 1996, addressing the needs of persons with disabilities and vulnerable groups in areas affected by political instability, economic decline, and chronic crises. HI’s programs are designed to make structural improvements to the lives of these groups, responding to their essential needs and contributing to the promotion of their rights.

1.3  Project Overview

Humanity & Inclusion (HI) is seeking proposals from qualified contractors to undertake rehabilitation work for Water, Sanitation, and Hygiene (WASH) facilities in selected schools located in the West Bank, Palestine. This work is being undertaken within the framework of the "DGD – H" project, which aims to prevent risks and address violations suffered by vulnerable populations. The rehabilitation is informed by an assessment conducted by a consultancy engineering company, which evaluated the current state of WASH infrastructure and practices in schools located in refugee camps and municipalities.

The rehabilitation work will involve improving WASH facilities at eight schools across different regions of the West Bank.

2.  Description of the Required Tasks
1.     Provide a Quotation
Submit a detailed quotation based on the attached Bill of Quantities (BOQ) for the rehabilitation work.
2.     Provide Specifications
Offer clear and detailed specifications for all items needed for the rehabilitation of WASH facilities.
3.     Rehabilitation/Construction Work
Carry out the necessary rehabilitation or construction work in compliance with the approved designs, drawings, and technical specifications provided by HI.
4.     Quality Materials Procurement
Ensure that all materials used meet the quality standards as per UNRWA requirements, ensuring durability and compliance with the project’s
5.     Site Preparation and Management
Conduct all necessary site visits and clearance activities, ensuring that the work area is adequately prepared for the rehabilitation activities.
6.     Facilitate Inspections
Facilitate regular inspection visits by the HI team, project consultant, and UNRWA engineering department to ensure compliance with the project standards and specifications.
3.  Scope of Work
Geographic Coverage
The rehabilitation work will take place in the following schools in the West Bank:
 
Balata Basic Boys School 2
Balata Basic Girls School 1
·        Tulkarem
Tulkarem Basic Boys School 2
Tulkarem Basic Girls School 1
Nurshams Basic Girls School
Nurshams Basic Boys School
·        Jenin
Qabatya UNRWA Boys’ School WC
Yabad UNRWA Boys’ School WC
In total, the work will be conducted in 8 schools spread across multiple regions, including the Balata, Nurshams, and Tulkarem refugee camps, as well as in Yabad and Qabatya villages.
 
4.  Deliverables
A detailed quotation in response to the BOQ provided by
Clear and thorough specifications for all materials and items required for the rehabilitation work.
Progress reports indicating work completed, challenges faced, and upcoming
Final report detailing the completed works, including photographs of before and after the rehabilitation, ensuring compliance with all project specifications.
Certificates of quality for all materials used, ensuring they meet UNRWA
 
5.  Timeline
The project is expected to be completed within 30 working days “4-5 weeks “ following the agreement.
The contractor must submit a detailed work plan and timeline, including major milestones and dates of completion.
 
6.  Qualifications of the Contractor
To be considered for the project, the contractor must meet the following requirements:
Proven experience in similar WASH rehabilitation and construction projects, especially in conflict-affected areas.
Ability to procure and utilize high-quality construction materials that meet UNRWA
A strong understanding of relevant local and international standards for construction and rehabilitation work.
Capacity to manage a team of skilled workers and ensure the successful completion of the project on time and within budget.
The contractor must submit the Registration of his/her construction company
The contractor must submit the Capacity of his/her construction company (HR and Equipment’s)
The contractor must have a valid deduction of Source
 
7.  Terms of Payment
The contractor will be paid according to the following terms:
Advance payment: to be agreed on in the contract documents upon signing the
Progress payments: Based on work completed and
Final payment: After the successful completion of the rehabilitation work, including a final inspection and certification by the HI team, consultant, and UNRWA engineering
 
8.      Applications procedures
Interested engineering firms are invited to submit their technical and financial proposals, including a detailed methodology, proposed work plan and budget breakdown.
